Who provides e-invoicing software in Ethiopia?
Under Directive No. 1142/2026 a business can use an approved service provider, approved software, an approved cloud system, or its own system authorised by the Ministry of Revenue. ELIF Technologies provides ETEIMS, which registers invoices from your ERP or billing software with the Ministry's EIMS platform, hosted by ELIF, with a signing agent, or on your own server.

Does ETEIMS handle withholding tax?
Yes. You mark on each customer whether they withhold income tax, VAT or both, and every e-invoice applies it within the law: 3% only above the threshold and never from a consumer without a TIN, VAT withholding only on B2G sales, with the reason printed when less is withheld.
How can ETEIMS be deployed?
Three ways: Server-Based (SaaS, hosted by ELIF), Agent-Based (hosted, with your private signing key kept on your own computer) or On-Premise (on your own server, so your data never leaves your premises).
Which documents does ETEIMS register?
Invoices, sales and withholding receipts, credit notes and debit notes, each returned with its registration number and QR code from the Ministry of Revenue.
What happens if the internet connection drops?
Your staff keep working. ETEIMS queues the documents and retries automatically for up to 72 hours, as Article 23(4) of the directive allows, with every attempt kept in the audit log.
